En septiembre de 1944, en Alemania mediante decreto del Führer se formó el Volkssturm para enrolar a todos los hombres entre los 16 y los 60 años capaces de manejar un arma en defensa del suelo patrio. El Alto Mando alemán pretendía poner en armas a 6 millones de hombres con los cuales se formarían nuevas divisiones para defender el territorio alemán.
En todos los distritos (Gau) el Gauleiter —jefe del distrito, una especie de gobernador que estaba bajo las órdenes de Reichsleiter Martin Borman, el más alto oficial del partido, designado por Hitler, y responsable de la movilización laboral y la defensa civil— tenía a su cargo el reclutamiento de los Volkssturm quienes una vez inscritos se les identificaba visiblemente y se les daba categoría de soldados.
